What is the cause?

The vast majority of leaks in toilets are caused by a faulty flush valve; due to its design (having a joint below the water line) over time most flush valves will leak due to debris or limescale building up under the sealing washer, preventing it from sealing properly & causing water to trickle into the pan. This is in stark contrast to a toilet syphon that will NOT leak even in failure mode.

Since 2001 when the Water Regulations were changed to allow flush valves into the UK for the first time, sales of flush valves have been on the increase, this is in part due to its button operated mechanism that many users prefer ascetically over a handle that activates a syphon.
